Advises the JECC command group, subordinate commanders, and staff on RC issues. J9 is responsible for RC force generation by publishing and implementing recruiting and retention policy; RC funding oversight to ensure unimpeded rapid access to RC personnel; communication with RC personnel for mentoring and retention; maintaining a viable Employer Support of the Guard and Reserve (ESGR) program; and assessing all efforts relating to RC to maintain a quality RC program across all Joint Enabling Capabilities in subordinate commands.
