Captain Chin was born and raised in Queens, New York, and graduated in 1995 from The City College of New York with a Bachelor of Engineering degree in Electrical Engineering. He was commissioned through the Navy’s Officer Candidate School in Pensacola, FL in April 1996. He holds a Master of Science in Finance Management from Rensselaer Polytechnic Institute and is a graduate of the Air Command Staff College Joint Professional Military Education program and the Joint Combined Warfighting School Hybrid Education program.

Following nuclear propulsion training and basic submarine school, he reported to USS MEMPHIS (SSN 691) based out of Groton, Connecticut, in 1997 where he completed submarine warfare and nuclear engineer officer qualification. Captain Chin has completed submarine deployments to the Mediterranean, Western Atlantic and Northern Atlantic areas of operations as well as a mobilization in support of Operation Enduring Freedom in Ghazni Afghanistan (2011-2012) and Operation Counterterrorism in Djibouti, Africa (2021-2022)..

He has served as a staff member at the Naval Submarine School, the Naval Submarine Support Center New London, Commander Submarine Force Atlantic and Director, Navy Staff. Captain Chin has operated with the allied nations of Australia, Canada, Great Britain, Poland, Republic of Korea, Japan and all branches of the U.S. military in support of military operations and exercises.

Captain Chin has commanded Navy Reserve units at Naval Submarine Support Center New London, Naval Security Forces at Naval Station Newport, Commander Submarine Atlantic Undersea Warfare Operations Delaware, Commander Seventh Fleet Detachment Newport and Commander Navy Region Mid-Atlantic Regional Operations Center. He served as Chief Staff Officer for Titan Support Site on Camp Lemonnier, Djibouti Africa and is currently serving as the commanding officer for the Navy Reserve Element of the Joint Enabling Capabilities Command.

Captain Chin’s awards include two Defense Meritorious Service Medals, four Meritorious Service Medals, the Navy Commendation Medal, six Navy Achievement Medals, one Meritorious Unit Commendation, and various service and marksmanship ribbons.
