Joint Enabling Capabilities Command

As executive director of U.S. Transportation Command’s Joint Enabling Capabilities Command, Mr. Marshall N. Ramsey is the senior civilian advisor to the JECC Commander for the readiness, training and deployment of joint capabilities provided by the Joint Planning Support Element and Joint Communications Support Element.

JECC is designed to efficiently and effectively meet joint task force commander requirements for a rapidly deployable, tailored team of experts in plans, operations, knowledge management, intelligence support, logistics, public affairs and communications.

Mr. Ramsey earned his commission as a logistics officer upon graduation (magna cum laude) from the University of Tennessee-Knoxville in 1988. His military and civilian education include the Quartermaster Officer Basic and Ordnance Officer Advance Courses, the Command and General Staff College, the Joint Forces Staff College, the National War College, and Army Senior Leader Seminar. He holds Masters of Science in Administration and National Security & Strategic Studies from Central Michigan and National Defense Universities respectively.

In military operational deployments, Mr. Ramsey served as the J4 supply and maintenance officer, Combined Joint Task Force-180 in Operation UPHOLD DEMOCRACY in Haiti. He also served as U.S. Agency for International Development planner for Operation UNIFIED RESPONSE where he planned the transition of U.S. military tasks to USAID, Government of Haiti, and/or partner entities after the devastating Haiti earthquake of 2010.

Mr. Ramsey served as military assistant to commander, International Security Assistance Force (ISAF) in Afghanistan during NATO’s first out-of-area deployment in Afghanistan; and later as USTRANSCOM liaison officer to U.S. Forces Afghanistan during transition from Operation ENDURING FREEDOM to FREEDOM SENTINEL (OFS) and Resolute Support Mission.

Colonel (Retired) Ramsey’s last military assignments included service as chief of staff, U.S. Army Combined Arms Support Command and Fort Lee; and deputy chief of plans division, chief of strategy division, and later, executive assistant to the deputy commander, U.S. Transportation Command.

As a civilian executive, Mr. Ramsey served as deputy to commander/GS-15 and senior civilian advisor for a strategic transportation brigade comprised of three battalions, headquarters, and liaison officers in the Middle East and Central Asia. He oversaw 69 civilians and supervised the military operations and executive officers. He coordinated actions with the senior executive. He also synchronized strategic transportation with the joint deployment and distribution and materiel enterprises in support of OFS and Operations INHERENT RESOLVE and SPARTAN SHIELD.

Prior to his current assignment, Mr. Ramsey was chief of operations center, USTRANSCOM, where he was responsible for planning, coordinating, synchronizing and monitoring transportation of forces and joint enablers for global deployment and distribution operations.
