Colonel Scott Helminski assumed duties as chief of staff at Joint Enabling Capabilities Command in March 2026. In this capacity, he serves as an advisor to the commander and directs activities of the JECC staff to optimize its effectiveness.

Colonel Scott Helminski is the Chief of Staff, Joint Enabling Capabilities Command, United States Transportation Command, Naval Station Norfolk, Virginia. He serves as an advisor to the commander and directs the activities of the JECC headquarters staff to optimize its effectiveness across the command.

Col Helminski is a native of Rockford, Illinois. After graduating from Northern Illinois University with a Bachelor of Science Degree in Accounting, he enlisted in the Marine Corps in 2003. After serving as an 0811 Cannon Crewman, he was selected for the Enlisted Commissioning Program and commissioned as an Infantry Officer in 2005.

His operational assignments include: rifle platoon commander and company executive officer, 2d Battalion, 8th Marines, with two deployments to Iraq; company commander, rifle and weapons companies 2d Battalion, 2d Marines, deploying with the 22d Marine Expeditionary Unit and in support of Black Sea Rotational Force-13; executive officer, 3d Battalion, 2d Marines deploying to Okinawa, Japan; executive officer, 6th Marines; and commanding officer, 1st Battalion, 6th Marines, deploying with the 26th Marine Expeditionary Unit (Special Operations Capable).

His supporting establishment assignments include serving as a Tactics Instructor Group Officer-in-Charge, Company Commander, and Operations Officer at the School of Infantry–East; serving as a Warfighting Instructor, Company Commander, and Assistant Operations Officer at The Basic School, Quantico, Virginia; and serving as the 2d Marine Division Staff Secretary and Current Operations Officer. Before assuming duties as Chief of Staff, he served as a Joint Operational Planner in the Joint Planning Support Element.

Col Helminski holds a Master of Military Studies from the Marine Corps University and a Master of Science in Joint Campaign Planning and Strategy from the National Defense University's Joint Advanced Warfighting School. He is a distinguished graduate of both the Joint Advanced Warfighting School and the Marine Corps Command and Staff College.
